Currently, intellectual properties rights (IPR) have become one of the economically challenging debates worldwide. There are constant reports, news and documents on IPR which are issued by world researchers. Iran's research communities of all fields have been active in promoting IPR for many years. To give full recognition of the legal concepts underlying intellectual properties as intangible assets, are considered absolutely necessary for policy makers of all nations in seeing through their benefits and limitations. Although the role of IPR in enhancing creative works and motivating innovations is not clear, but for both developed and developing countries the key term "progress" does not just implies protection of IPR, it is rather to establish an effective innovation system and learning objectives. The present paper discusses the role of globalized IPR in highlighting four important issues on the nature of innovation and technological advancement.
